It is generally a black thing on the phone screen that indicates broken pixels or internal screen problems. It usually happens as a result of pressure or accidental drops, or water penetrating the device. These points are not dirt or stains but are on the display panel. When the black spot is present in all applications and on all screens, it is typically an indication of hardware damage, not to be treated with just cleaning or basic software troubleshooting.
I noticed a similar black spot on my phone screen a while back, and at first I thought it was a serious issue, but later I realized it was just dust under the glass.
